Provide assurances on future of project under new stewardship

I'm sure there will be lively discussion on Mastodon (where 11ty currently directs the community to discuss this topic).

However, as a going concern, I think specifically the Community Roadmap section of the README will benefit from a specific "project scope", "long term plans" or "community commitments" document.
