Drag-and-drop to open `.wav` file in Sound Recorder not working

### Steps to reproduce
1. Open "My Computer" → C:\audio
2. Double click any `.wav` file
3. Drag-and-drop another audio file into Sound Recorder

### Expectation
- Open the dropped file instead

### Current behavior
- The cursor correctly changes to indicate a droppable program
- When new audio file is dropped, nothing happend
