Run outside of the garden cluster and project namespace

Hello and thank you for the great work you've done with your provider. I am particularly pleased with the ability to create shoots in a GitOps approach.

However, I have encountered a slight limitation. I have a "management cluster" set up with Crossplane and/or Flux and I am keen on managing all my clusters using this external management cluster, rather than deploying it into the garden cluster.

Is it feasible to enhance your operator to accommodate this requirement? This addition would greatly benefit workflows similar to mine, allowing us to fully leverage the power of external management clusters.
