[Incident Report] Callback URL mismatch when accessing earthscope:binder

Summary

When testing something else, it was observed that the earthscope's binder URL was reporting a callback URL mismatch. This was fixed by explicitly setting oauth redirect config instead of relying on guessing via HTTP headers: 2i2c-org/infrastructure#8187
