Scroll is reset after first render (maybe hydration?)

Steps to reproduce:

1. Post a new issue
2. Post a comment
3. Copy the link to the comment (the date is a link)
4. Ensure the window is short enough to not include the comment in the default viewport. (maybe a long issue description, or resize the window)
5. Open a new tab and navigate to the URL you copied
6. You will see it render once, scrolled down to the comment correctly, then jump to the top

I also had opened a discussion on remix, but received no answers so far. I doubt it's a problem with the remix package.
