docs: cut 0.0.9 release notes and bump documented version

Since 0.0.8 the bundled FreeUnit release moved to 1.35.6-build5 (same
1.35.6-1 package, new upstream release tag). FreeUnit and PHP versions
are unchanged — a rebuild-only refresh.
