[Frontend] Implement comprehensive accessibility (a11y) audit and remediation

Conduct WCAG 2.1 AA audit across all frontend pages and components and fix identified issues.

Acceptance Criteria

• Automated axe-core audit integrated into CI
• Manual keyboard navigation audit of all flows
• Screen reader compatibility (ARIA labels, roles, live regions)
• Color contrast compliance
• Focus management for modals, drawers, and dynamic content
• Accessibility statement page

Priority: High

Legal compliance and inclusive design requirement.
