[BUG] Cycle in technology tree for `utility-science-pack` with K2SO

Describe the bug
If you run Krastorio 2 Spaced Out (version 1.6.18) with Angel's Petrochemical Processing (version 2.0.1) you will get a Cycle in technology tree error for the utility-science-pack probably due to changes to the rocket-fuel technology.

This could be related to #995 as well?

If you remove the Balance/fix for rocket fuel in angelspetrochem/prototypes/global-override/base-game.lua it works. I am not sure whenever it is that change or a change by K2SO that causes the issue.

See also Krastorio 2 Spaced Out Issue 134. In order to get K2SO running 2 more fixes are needed. Issue 132 and Issue 133, otherwise there are compatibility issues with Angel's Refining.

Angel's mods are not compatible with Space Age. So I'm not surprised that this doesn't work.

I'll leave it open for now just in case someone else wants to try working on it. But this is very unlikely to get looked at
