Ethical AI MY – Non-Centralized Governance Structure

Overview

This document describes the governance model enabling ethical AI development in Malaysia. The model is fundamentally non-centralized, emphasizing distributed autonomy while maintaining alignment through shared ethical principles and transparent processes.

Core Governance Philosophy

Non-Centralized Decision-Making

The model enables different stakeholders to make independent decisions while maintaining alignment through:

  • Shared ethical principles – Common values guide decisions
  • Transparent communication – Open information flow
  • Mutual accountability – Stakeholders hold each other accountable
  • Collaborative problem-solving – Collective engagement on conflicts

Autonomy Within Alignment

Stakeholders have autonomous decision-making authority within their context, bounded by ethical principles. No central authority mandates decisions; instead, alignment emerges from shared commitment to ethical principles.

Stakeholder Roles

Organizations

Role: Develop and deploy AI systems ethically.

Responsibilities:

  • Adopt and implement ethical framework
  • Conduct impact assessments
  • Maintain transparent documentation
  • Establish internal governance
  • Report on outcomes
  • Engage with community feedback

Development Teams

Role: Design and build ethical AI systems.
