Basic Tuning: remove out-of-date fields for Rover

When using Rover, there are some out-of-date fields that appear on the Basic Tuning page. These fields were removed quite a long time ago so I think we should just remove the fields completely.

There's no equivalent for the old "WP OVershoot" parameter.

I'm unsure of the others. Perhaps @stephendade or @yuri-rage has ideas about whether we should include some of the other navigation tuning parameters.

At a minimum, ATC_STR_ANG_P should be included as well as the position controller params. Consider decel max, also.

Turn radius is probably under the wrong header, as it impacts more than steering mode.

Tooltips should give the full param name and its description, similar to the Copter tuning page.
