Update meshStack solution publisherId and bump to v3.0.1

Update publisherId from meshcloudgmbh5353994 to meshcloudgmbh1628603483473
in SolutionMetadata.json and mainTemplate.json to match Partner Center
configuration. Bump solution version to 3.0.1 and repackage.

Addresses certification report item 300.4.1.1 (Best Practice Tests).
