Allow customers to fix common release issues on auto SDK release PR without checkout locally

Now we could at copilot in PR directly Azure/azure-sdk-tools#14478 so we could build Skills for auto-fix pipeline failures and file conflict issues. So customers do not need to clone the whole project and fix them in local.

• update the next step guidance to use copilot to fix
• build and verify skills for common failures

Fail to retrieve all failure pipeline loggings in next-step guidance

Fix: leverage the sdk cli tool azsdk_analyze_log_file to improve the logging retrieving stability.
Blocker: It requires auth but eng sys team is not ready to provide guidance on standard usage: Azure/azure-rest-api-specs#40598 (comment)
