Issue with SSIS project and packages

Describe the bug
When I try to create a new SSIS project in Package Deployment Mode that doesn't support parameters (so there isn't a Parameters Window), I get the error in the screenshot

BIDS Helper 2.4.0
SSDT version 15.9.5 build 14.0.16218.0
Visual Studio Enterprise 2017 Version 15.9.22

Expected behavior
No error should been show

Same error when opening an SSIS package in a project with project deployment mode.

I solved the issue by installing the latest version of SSDT (15.9.7)
