Fix CachedOp fast-path diagnostics and fallback behavior (flagos-ai#206)
### Category OP ### PR Type Bug Fixes | Improvements ### Description This PR polishes the CachedOp fast path introduced for hot dispatch operators. It keeps the fast-path performance optimization while preserving existing dispatch manager behavior for diagnostics, first-use visibility, fallback handling, and test-time manager reset. ### Changes - Route CachedOp calls through `OpManager.call()` when IO dump is enabled, so dump hooks are not skipped. - Record first-use backend logs and FlagGems oplist entries when CachedOp resolves a new implementation. - Avoid repeatedly retrying a failed fast-path implementation by marking it failed and using manager fallback until the policy epoch changes. - Stop holding a strong cached manager reference, so `reset_default_manager()` works correctly. - Add `OpManager.policy_epoch` as a public read-only accessor for cache invalidation. ### Testing - `pre-commit run --files vllm_fl\dispatch\__init__.py vllm_fl\dispatch\manager.py` - `python -m py_compile vllm_fl\dispatch\__init__.py vllm_fl\dispatch\manager.py` - Full pytest was not run in the local environment because `torch` / `flag_gems` runtime dependencies are not installed. ### Performance vLLM serving benchmark, `Conc=64`, `Num Prompts=256`, `Decode=1024` tokens, varying `Prefill` length. > Note: the two models use different parallelism/serving configs (see each serve command below), so numbers should be compared within each model, not across models.
