Set custom refresh time from workstand

Currently the "signed-in" members list resets at 6pm CST, which means that all volunteers and staff who sign in earlier in the day aren't shown on Workstand after the reset. This led to a duplicate visit from a staff member who signed in before 6, saw that they weren't on the signed-in list, and added themselves again. It would be more convenient to reset at midnight or overnight to avoid this.

This might also be affecting the visits shown on the activity page when filtering by date.

For example if these are the visits for a given day
Name: Volunteer1, Volunteer2
Purpose: Volunteer, Volunteer
Signed-In: 2024-10-01 11:07 a.m., 2024-10-01 9:20 p.m.

Setting the date filters to
Start: 2024-10-01 and End: 2024-10-02 will show only Volunteer1,
while setting the date filters to
Start: 2024-10-01 and End: 2024-10-03 will show both Volunteer1 and Volunteer2
