SWH TR groundwater MAC has stairs ⛰️

From my checks, this is only happening at SWH TR groundwater for all years and almost all groundwater variables. These data do look weird and choppy, but MAC seems to be filling them higher which is creating that step

I guess if we wanted a quick patch we could turn off MAC for SWH TR?

Actually, I wonder if it's doing linear interpolation here.. the gaps are pretty small
