Add most recent NEON hydrology-themed tutorial

The folks who run NEON data skills team are supportive of us integrating hydrology-themed NEON tutorials into the CUAHSI Water Content Portal. Let's try integrating the recent NEON-CUAHSI data skills demo first and see how we can build from there.

You can find the scripts for the tutorial here: https://github.com/NEONScience/NEON-Data-Skills/tree/main/tutorials/Tabbed/Aquatics/Hydrology-Water-Cycle. The easiest way to integrate would probably be the Jupyter notebook, but you would only get the Python code there. If you are able to integrate with RMD file, you could retain the tabbed structure, showing users the code in both R and Python.
