HOB AI used Burglar's Plot (Bilbo, Luckwearer) to target two unlike permanents #11516

Describe the bug
AI used Burglar's plot to target its Giant's Boulder with my Great Ugly-Looking Goblin, and it then fizzled on resolution.
Given the restriction on Burglar's Plot, can this even happen? Would have thought they wouldn't have been legal targets, as a pair.

To Reproduce
Steps to reproduce the behavior:

  1. CPU has only Giant's Boulder on the battlefield and only Bilbo, Luckwearer in hand
  2. You have some big creature on the battlefield.
  3. CPU will target both and it will then fizzle.

Expected behavior
I thought two unlike card types wouldn't have been legal targets as a pair.
Also, in looking at scripts for other cards with similar effects, I noticed that many of them have:
AI:RemoveDeck:All
AI:RemoveDeck:Random

Should that also be the case for Burglar's Plot? Is this possible, for the AI to never play the adventure side of a card while still allowing the creature side?
