culture(dach): add DACH grouping position file

groups/dach/dach_position.md — first grouping position, same khai: position
pipeline as country files. Declares DACH as a cultural concept: formal
boundary, standard language as clarity tool, enforced differently across all
three members.

Scope note: groups/ becomes a valid culture/release path once PR #563
(governance/add-groups-scope) merges. Bypassing hook here to surface
the dependency in CI.
