fix: restructure personas to meet section validation requirements

- Condense Owner block to exactly 2 items (Project + Culture)
- Move biographical details into Projection section
- Add gender position links ([man]/[woman]) to start of Projection
- Add culture position links ([Germany]) to start of Projection
- All 7 German files now pass L2 section validation
- Hofstede alignment maintained: all dimensions within tolerance
