culture(de): restore ✅ EXCELLENT visual in Alignment Status table

PR #146 (governance) updated scripts/update_hofstede_readme.py to emit
emoji prefixes (✅/⚠️/❌) instead of the text labels (OK/WARN/FAIL) that
had crept in. This propagates the new visual to Germany's README. All
six dimensions stay EXCELLENT (gap ≤ 5); only the status-cell prefix
changes.
