It's inside ClassicPress repo. It's part of core.

So if you wish to open a pull request, you should open it in the ClassicPress core repo.

@xxsimoxx Thank you for the quick reply. Do you know by any chance how to include the theme when using composer? when I require classicpress/classicpress there's no theme present (I'm using bedrock).
