Atlas API -- Vision & Strategy

(Fixture for /clarity. This is the kind of artifact that skill's "Inputs" section says to look for -- a README/strategy doc/wiki page. It's deliberately incomplete.)

What this doc covers

Atlas API is the backend that powers new-hire onboarding tooling for Clear Measure's internal HR platform. It exists so a new engineer can get through account provisioning, tool access, and their first assigned ticket without manual hand-holding from an HR generalist for every step.

Vision

Ask three team members "why does Atlas exist" and you currently get:

  • PM: "So new hires ramp up faster."
  • Backend engineer: "Faster onboarding for new hires." (matches PM)
  • Frontend engineer: "Whatever's next on the backlog, honestly."

Two of three agree; the third has no independent read on the vision.

Strategy

There is no written plan beyond the current quarter. The PM keeps a mental model of "this quarter -> next quarter -> eventually full self-service," but none of it is written down anywhere engineers can see, critique, or plan against. Engineers can describe this quarter's work but not what happens after it ships.

Measurement

A scorecard exists: the #atlas-metrics Slack channel posts a weekly "time-to-first-commit" number for new hires, tracked since the project started. It's real, current, and used in retros -- but it's the only metric tracked; there's no scorecard entry yet for the "self-service" end state mentioned in Vision.
