Complete localeCompare locale fix: ProfileTagInput, language picker

ProfileTagInput sorted tag labels with default-locale collation (and left
i18n unused, failing lint). Pass i18n.language there, and thread the locale
through getAvailableLanguages so the language picker honors it too.
