Updated CPOL for efficiency

Tested CPOL paradox efficiency from 11 cycles (minimum) and 50 (previous set oscillation) with final Z on a few paradoxes. There's little to no change in >95% of contradictions, so the efficiency gain going from 50 to 11 is best for most production.
