Update interoperability guidelines to distinguish between OGC API Processes and the underlying technology

As discussed during SOR2, the interoperability guidelines should be more clear that APEx mandates an algorithm to be availabe through the openEO API or through an OGC API Process. APEx can make recommendations on which technology should be uses behind these APIs but that should not be a hard requirement.
