test(memory): first hostile MemoryPage/controller parity suite

Locks the existing Memory surface before the Memory plant rehoming:
availability states, all seven sections, exact request identity, card and
episode filters, native-surface gating, unconfigured/unauthorized/degraded
bindings, scoped partial failures, agent switching with stale-response
discard, per-binding cache reuse, stale card-detail discard, runtime-default
and lane-policy and sync success/failure paths with draft retention,
no-gateway mutation refusals, and refresh partial-failure notices.
