The published routing 9.1 version cannot be downloaded; Only version 8.5.3 can be downloaded

No, EVPN VPLS over SRv6 and EVPN L3VPN over SRv6 are not supported in FRR 9.1.
Anyway, both features are on my roadmap. I plan to implement them.
