Mudraptor Racing is broken 😢 Creature AI in outpost acting strangely

What happened?

The spring update changed something about creature AI which makes them not react if spawned inside an outpost

In Dynamic Europa, the much beloved Mudraptor Racing event, a rubber duck is shot and mudraptors are supposed to follow it to the finish line, but since the spring update the raptors no longer react to the duck

I spawned a raptor with console and it reacted to the duck, and also tried to attack my ship from inside the outpost

Reproduction steps

1. Load Dynamic Europa
2. Teleport to a City
3. Buy tickets from the NPC 3 times
4. Start the race
5. No reaction from raptors
6. Use console and spawn Mudraptorblue cursor
7. The new mudraptor properly attacks the duck, but also tries to attack the submarine
