I'm planning to do a super simple web front end for Timewarrior. Is there already a way to interact with Timewarrior programmatically rather than through the cli?

In short: no. The CLI is the interface to Timewarrior.

For non-human users there are the commands export and get whose output is intended to be machine readable.
