Remove Jekyll and documentation files

Deleted all Jekyll configuration, documentation markdown files, and Gemfile. Updated LICENSE to use Creative Commons Attribution 4.0 and removed Apache 2.0 text. Cleaned up README and package.json to reflect removal of site/deployment-related content.
