HTTP API

Need to define define how to run a query over HTTP/RESTful interface:

• document relevant HTTP verbs
• document results of various operations (data export, aggregations, ...) and how they would be represented over the wire
• define error conditions & corresponding HTTP response codes

This seems worthwhile, but feels like a separate project to me from a spec focused on how to structure FHIR data for analytics.
