Downtime can't deleted by user without admin rules #1373

Describe the bug

A user tries to end a downtime on the host and its services prematurely. Here he receives the message that he has no rights. However, the user has all rights for downtimes

To Reproduce

In ICINGA, the clients are separated by host groups.
The user receives corresponding rights to his host groups.

  1. The user creates a downtime on the host with all services.
  2. He then wants to end the downtime prematurely

Expected behavior

If the user wants to delete the downtime, no error message should appear that he does not have permission to do so, even though the permission has been granted to him

As an admin, I can delete the downtime without any problems
