Some outdated ISO 3 codes in IEDC_2_regions_ISO_3166_V1.0

Hi @stefanpauliuk I noticed that some of the ISO 3166 3 letter code are outdated (IMY --> IMN, PAL --> PES, ROM --> ROU; haven't checked systematically if this applies also in other cases).
