Basic CSV File Utility

Description:

Atmospheric profiles from models or radiosondes are often shared as CSV files.
A basic CSV file I/O utility can make handling these files more convenient.

Minimal Requirements:

• CSV data type
• CSV file inquire and read procedures

Code was added with PR #266 . The repository for the standalone library is CSVTOOLS.
A set of unit tests is also available, but I do not know where to put the test data.
