can't use modernizer with 2.14.0

What happened?

Can't build a plugin if the com.github.andygoossens.modernizer plugin is registered and once migrated to the intellij platform plugin v2.14.0. No problem with v2.13.1.

Failed to apply plugin 'com.github.andygoossens.modernizer'.

Steps to reproduce

• download the attached sample project intellij-platform-plugin-template.zip, which is based on https://github.com/JetBrains/intellij-platform-plugin-template/ (I upgraded the intellij platform plugin to 2.14.0 and added the modernizer plugin)
• run ./gradlew buildPlugin
