Header-stamp task from GrumPHP not compatible with Windows OS

Describe the bug
Header-stamp is a shell task, so not compatible with Windows.

To Reproduce
Steps to reproduce the behavior:

1. Launch composer grum on Windows.
2. See error:

The executable for "sh" could not be found.

Expected behavior
The task should be compatible with Windows or optional.
