Fix NuGet publish `require-major-version-for-compatibility-suppressions` not always recognizing a major version (OSOE-1309)

This check works correctly most of the time, apparently, but not here: https://github.com/Lombiq/Hastlayer-SDK/actions/runs/31263125935. We're trying to publish a major version but still the check fails.

gh api "/repos/Lombiq/Hastlayer-SDK/git/refs/tags" correctly returns the tags, see:

tags.json

Adding the workflow log here in case it'll be cleaned up in the meantime:
