ThermalJacobianScaling::set_assembly() feature request

ThermalJacobianScaling::set_assembly() requires argument of type MAST::NonlinearImplicitAssembly. Could it be modified to also accept MAST::TransientAssembly?

It will be okay to comment out the thermal jacobian object from your application. It will not be needed now.
