Research on Chrome debugger protocol for eventual DevTools integration

When we integrate with DevTools, we'll ideally want to be able to start and stop profiling data collection. Brian thinks this can be done through the Chrome debugger protocol, but more research is needed.

Steps

• Read up on the Chrome debugger protocol, specifically its APIs
  • https://developer.chrome.com/extensions/debugger
  • https://chromedevtools.github.io/devtools-protocol/
• Also look into Firefox's equivalents
• Build a POC (split into a separate issue: Create proof of concept data recorder browser extension #57)
• Fill up these steps as more details come to light

Moved to the back in terms of priority, can be worked upon after finishing the web app of the tool.
