Bump @tootallnate/once, jest and jest-cli

Removes [@tootallnate/once](https://github.com/TooTallNate/once). It's no longer used after updating ancestor dependencies [@tootallnate/once](https://github.com/TooTallNate/once), [jest](https://github.com/jestjs/jest/tree/HEAD/packages/jest) and [jest-cli](https://github.com/jestjs/jest/tree/HEAD/packages/jest-cli). These dependencies need to be updated together.
