Refactor Opt-In Endpoints

What I am going to do

• Create a new Severa opt-in handler (similar to severa-opt-out)
• Currently user-attribute handlers (e.g., update-user-attributes) rely on a client-provided email to find the user, it will be changed it resolve the email from the keycloak user id instead.
