Server-side multiple language support #188

The MHFrontier server is originally in Japanese. While many strings can be translated client-side, a lot of text is sent by the server (quests, scenarios, etc.)

Instead of having client modding to translate data on the fly, or translating the initial cache, servers should support send the data in adapted language.

It means keeping track of a client's preferred language, and translating the string server-side.

It is related to #160, #172 and #173. To #185 as well. Those system allow for clear-text string parsing and support for multiple languages. The next step is end-to-end i18n support.
