How possible replace default path for left Panel permanently?

When mc start I want have on the left pannel /var/www/html and on the right pannel home directory lke by default. I am insert to the /.config/mc/ini to the section [Panels] string left_panel_cwd = /var/www/html. Ater reload mc this trick not work. I am copy ini from ~/.config/mc to the /etc/mc. After reload mc also not work. Would you be so kind to tell me how can I to do what I want?

Disable auto-save setup, select directories that you want, and save the setup. This should do it.

in the ini i have auto_save_setup_panels=false. Not work.

for root section [Left] not work.
I resolve it also in panels.ini in root config but via tag
[Dirs]
other_dir=/var/www/html
current_is_left=false
