Update to manifest v3

Currently, manifest v2 is used. This should be updated to manifest v3.

This comes with several restrictions like not being able to set a permissive extension CSP.

I'm not familiar with newer manifest version requirements. Do you know what all would need to be changed?

The "permissions" defintions have been split into more granular settings and background tasks now use background workers (they work a little different from the browsers perspective, but I think it does not require that many code changes).

There is also this tool, which can be used to convert either the manifest.json file or the whole bundeled extension into the new manifest version: https://github.com/GoogleChromeLabs/extension-manifest-converter
