Consolidate Reserved Context and Bundle LIDs into GitHub

Summary

The LID reference pages at https://pds-engineering.jpl.nasa.gov/discipline-node-help/context-lids/ and https://pds-engineering.jpl.nasa.gov/discipline-node-help/bundle-lids/ have fallen out of sync with this GitHub repository. This theme consolidates all LID tracking into GitHub as the single source of truth.

Goal

Make this repository the authoritative location for tracking:

• Reserved LIDs — LIDs that are reserved but not yet archived
• Deprecated LIDs — LIDs that have been deprecated in favor of other LIDs and should not be used
• Registered LIDs — references/pointers to online locations where archived LIDs can be found
