Add Registered LIDs Index / References

Summary

As part of the effort to make this GitHub repository the single source of truth for LID tracking (see #101), create a lightweight index or reference document pointing users to the authoritative online locations where registered (officially archived) LIDs can be found.

Registered LIDs are LIDs for context products that have been formally archived. Rather than duplicating that data here, this task creates clear pointers to where users can look them up.

Acceptance Criteria

• A reference document (e.g., REGISTERED_LIDS.md or similar) is added to the repository
• Document links to all authoritative sources for registered context LIDs (e.g., https://pds.nasa.gov/data/pds4/context-pds4/, search APIs, etc.)
• Document is kept minimal and pointer-based — not a duplicate of the archive
• README or relevant documentation is updated to point users to this reference
