Add support for AMD MI300A APUs on Casper

What is the feature/what would you like to discuss?

NCAR recently added the AMD MI300A APU node on the Casper machine. It will be great to test and make sure that the theta-l_kokkos dycore runs on it.

To do so, we need:

• a new tag (i.e., cmeps1.1.17) from CMEPS to add the valid GPU type for Casper: Update AMD GPUs on Casper ESCOMP/CMEPS#592
• a new tag (i.e., ccs_config_cesm1.0.60) from ccs_config to update the machine configuration, batch configuration and compiler options on Casper: Add MI300A support on Casper ESMCI/ccs_config_cesm#260
• a new hash (i.e., 7a60e92) from E3SM to fix a code bug in the theta-l_kokkos dycore when enabling HIP target: Remove the code snippet that broke a HIP build E3SM-Project/E3SM#7668
• wait for John's changes in ccs_config and CMEPS to be merged and tagged.
