[Bug Report]: Connection to ERDDAP reset

Describe the bug

The workflow which pulls ERDDAP (pull_erddap.yml) data fails too frequently.

Often the server is down, but sometimes the error

Curl request failed to get table: SSL connect error [coastwatch.pfeg.noaa.gov]:
Recv failure: Connection reset by peer

Is this a duplicate issue?

What are you expecting to happen?

We can't do anything about down time but maybe we can incorporate into the yml a capture the above error, wait 30 seconds and try again?

Of course we wouldnt have to do any of this if metadata was hosted on ERDDAP
