Variable definitions provided in Github issues are inconsistently formatted when building pages from issues.

Describe the situation

When building a page from the Github issue, the variable definitions list, provided by the page author, is not created correctly. This bug is occurring in the cat function, which may be out of our hands.

Additional information

This field is usually redundant with the variable table that is automatically pulled from the dataset. This variable definitions list is only useful in pages without an ecodata component, but most of those pages are not data-oriented. This field has long been a problem point for page authors, as it is often unclear, unhelpful or tedious to fill out. We may want to remove this field from our issue templates entirely rather than troubleshoot under the hood of a function we did not create.
